About the Role
The Program Manager, Education will play a critical role in ensuring that the New Jersey Office for Refugees (NJOR) delivers high-quality education programs for refugees and newcomers. This position is fully remote, with potential to transition to hybrid in the future, and requires occasional travel within New Jersey as well as occasional national travel.
Reporting to the Senior Program Officer, the Program Manager will be responsible for overseeing three core areas: sub-award management, technical support, and business development. Through this role, the Program Manager ensures that programs such as Refugee School Impact (RSI), Refugee Youth Mentoring (RYM), and English Language Training (ELT) are implemented effectively, compliant with donor requirements, and responsive to the needs of refugee communities.
Key Responsibilities
Sub-Award Management
- Oversee the development and monitoring of education-focused sub-awards to partner agencies.
- Participate in drafting scopes of work, reviewing budgets, and monitoring compliance.
- Conduct pre-award assessments, program review meetings, and ongoing partner monitoring.
- Prepare education-related reports and ensure timely submission to donors.
- Collaborate with the Data team to manage monitoring and evaluation systems.
- Assess the technical support needs of sub-award partners and develop annual support plans.
- Create resources, training materials, and guidelines to strengthen program delivery.
- Coordinate and facilitate education-focused trainings and technical assistance visits.
- Share relevant webinars, workshops, and external resources with partners.
- Lead the management of education projects, including planning, strategy development, and progress tracking.
- Establish workplans, timelines, and monitoring systems to ensure on-time delivery.
- Provide regular written updates for NJOR and IRC stakeholders.
- Identify challenges, propose solutions, and ensure clarity across project teams.
Business Development
- Support the Senior Program Officer in identifying new funding opportunities.
- Assist in proposal development and submissions for education-related grants.
- Contribute to strengthening statewide systems that support refugee education.
Candidate Profile
- A graduate degree in education or a related field is preferred.
- Minimum of two years of relevant experience in education, with additional experience in grant-making or research considered an asset.
- Background in K-12 education and/or refugee and immigrant education strongly preferred.
- Demonstrated project management experience (minimum of three years).
- Skilled in adult learning principles and instructional design.
- Proficiency in Microsoft Office applications and strong data analysis skills.
- Excellent communication, problem-solving, and cross-cultural collaboration abilities.
- Entrepreneurial mindset, able to thrive in fluid contexts.
Compensation and Benefits
This U.S.-based role offers a competitive salary in the range of $55,612 – $78,287, depending on experience and location. The IRC provides a highly competitive benefits package that includes:
